== Mass Fear ==

Fear is currently at 4th level, along with other TOW spells that render
one person useless in a combat (Charm and Mana Block).  Hallucination is
at 5th level, because it's more powerful (it can actively turn you against
your own side).  However, both Mass Fear and Mass Hallucination are at 8th
level.  And Mass Fear is not as powerful as Mass Hallucination.  
Therefore, I'm proposing that we drop Mass Fear down by 1 level, to 7th.


* Some objections and responses *

How can you compare cleric spells and mage spells?  Well, we let mystics
and IP users take both.  And if a spell is too expensive, no one casts it,
and if it's too cheap, everyone casts it.  This seems to happen regardless
of whether it's a mage or cleric spell.

Shouldn't mages be better with attack spells than clerics?  Yes, but we
handle that by giving clerics fewer attack spells, of special types.  
(Holy & Undead, Grasp, Fear/Nightmare, Curse, and TOW spells).  If we make
any spells too expensive, no one casts them, just like no one cast Cause
Major Wound back when it was 5th level (to say nothing of back when it was
7th level).

Doesn't this spell just end a combat immediately?  Well, Mass
Hallucination is worse.  And because Mass Fear is TOW, it's uncertain
whether it'll work on all the targets, so its not an "all of you go away
now" spell.

But this will leave only 2 spells at 8th level Cleric!  Well, there were
only 2 spells at 9th level Cleric for a long time, and there are still
only 2 spells at 9th level Mage.  And one of the other spells at 8th level
Cleric is Mass Heal Wounds, which is a very powerful healing spell.  
Plus, 8th level cleric is worth it just for the ability to upcast Divine
Wrath or Resurrect.  (Not to mention the extra spell points, the extra
Mass spell target, the 2 spells that would still be at 8th level, and the
ability to upcast Mass Safe Journey.)  Besides, 8th level clerics will
still be able to cast exactly the same spells as before, and now Mass Fear
will cost 1 point less.  So in a way, it's actually /strengthening/ 8th
level.  ;)

1) Lower Mass Fear from 8th to 7th level

-- Move the spell Mass Fear from 8th level Cleric to 7th level Cleric.
