The RC will acknowledge it has no authority over the combat conventions of
the game and formally cede this area to the weapons officer and the
marshallate.


[Rules Chair note:  This is a proposal for the Board, not for the Rules
Committee.  However, we (the RC) should form an opinion on it ourselves,
to aid in their discussion.  So I'm scheduling a normal discussion and a
vote of approval/disapproval.]
