1) Circles should be undispellable by anyone other than the caster, like
healing. Now every circle is limited to an hour, so that's limit enough.

2) Reinstate Sanctuary (Mass Safe Journey, blech) to its former level (7).
Observation: 9th is a tad high for this IMO. Safe Journey, which is caster
+ 1, can remain at its current level.
3) Remove the condition that Retreats can get you captured and cornered by
attackers (that doesn't seem very safe, does it?): change the text from
the following:
"If the targets choose to retreat, they must proceed to a known
safe location without approaching combat or danger including foes, traps,
acid pools, etc. (Multiple enemies surrounding them may prevent them from
retreating; they cannot move through a dangerous zone to escape.)"
to:
"If the targets choose to retreat, they must proceed to a known
safe location without approaching combat or danger including foes, traps,
acid pools, etc. Enemies must avoid them, to let those under the deity's
protection return unharmed to their safe location."
Observation: Right now this reads like an "Aversion on the self" masking
as safety. You should never be "trapped" in a moving safety. This
shouldn't act like some holy bubble that can be maneuvered into a corner,
it should be the g-d's ability to help their chosen vessel _get away_ from
danger, not trapped by it. Otherwise, this is a Safe Circle (which can be
encircled since it's the caster's chosen method of staying put). However,
the option to move freely means they must *move freely* that is, without
outside interference.
